	<title>A woman on a bicycle is injured in a collision with a semi tractor truck at 3rd and SW Madison</title>

On Wednesday, May 16, 2012 at 8:32 p.m. Portland Police officers assigned to Central Precinct responded to a call of a woman on a bicycle struck by a semi trailer truck.  Officers arrived on scene and discovered the woman injured and immediately called for AMR ambulance and Portland Fire who quickly arrived on scene and treated the woman. She transported to an area hospital with injures that may be life threatening.     <P>
   <P>
At this point it appears that the woman was on her bicycle eastbound Madison and the truck was making a right-hand turn from Madison intending to travel southbound 3rd Avenue.   <P>
   <P>
Officers on scene have called for the Portland Police Traffic Division to conduct the investigation.   The driver of the truck has remained at the scene.     <P>
   <P>
The investigation is ongoing at this time.  More details will be released as they become available. <P>

51-year-old Kelly Vincent was reported missing to the Portland Police Bureau on Thursday, May 10, 2012, after having been out of contact with family members and her job for a few days.   <P>
   <P>
Vincent, a Southeast Portland resident, was described as having suddenly and uncharacteristically left her job early on May 7, where she works at the Sunset Fred Meyer store in Hillsboro.   <P>
   <P>
Missing Persons Unit detectives were able to confirm that Vincent appeared on surveillance video on May 7, in a Lincoln City, Oregon, grocery store. She appeared to have been alone and seemed to have been conducting normal business.   <P>
   <P>
Family members have expressed concern that Vincent may be suffering from a medical condition, which might cause her to become endangered. She has been described as a very reliable person, who has a predictable pattern of daily activity.   <P>
   <P>
Vincent is a 51-year-old white female, 5'5" tall, weighing 170 pounds, with reddish-brown, shoulder-length hair and blue eyes. The vehicle she was believed to have been driving is a silver or grey, 4-door, 2003 Ford Focus, with Oregon license plates 939 BQM, with possible damage to one of the side mirrors.   <P>

This afternoon, Wednesday May 16, 2012, at 1:06 p.m., Portland Police officers from North Precinct responded to Ockley Green School, 6031 North Montana Avenue, on the report of a missing 4 year old girl, Laura Morodai.   <P>
   <P>
Officers have been checking the neighborhood and are mobilizing an extensive neighborhood search for Laura, who resides with her family in the 5800 block of North Michigan Avenue   <P>
   <P>
Laura is a 4 1/2-year-old Sudanese girl, 2'6" tall, 57 pounds, dark skin, and braided hair. Laura was last seen wearing jean shorts and a white top.   <P>
   <P>
At this point there is no indication of foul play.   <P>
   <P>

On Tuesday May 15, 2012, at approximately 10:30 p.m., Portland Police officers responded to the report of a man who called 9-1-1 stating that he had a gun and was "going to use it." Officers checked the area of Southeast 87th Avenue and Burnside Street for the man and did not locate him.   <P>
   <P>
Several minutes later, an officer was stopped in the area talking to a teenager about an unrelated issue. Two other people were talking to each other across the street when a subject walked up to them, armed with a rifle, and asked if they were police officers. The two men said they were not but pointed to the officer parked across the street.   <P>
   <P>
The armed man then crossed the street and approached the police car. The teenager saw the man approach and asked what he wanted at which point the man replied,    <P>
"Don't be stupid." The teenager ran into his house and the officer got out of the patrol car to challenge the armed man.   <P>
   <P>
The officer gave the armed man commands to drop the rifle and get onto the ground. The male refused and the officer was able to take the man to the ground using control holds and take him into custody.   <P>
   <P>
The rifle turned out to be a BB rifle. The man indicated to the officer that he was suicidal and wanted the officer to shoot him.   <P>
   <P>
The man, 45-year-old Timothy Harber, was given a citation for Disorderly Conduct and transported to an area hospital for mental health issues.   <P>

The Major Crash Team is continuing the investigation into this morning's crash on East Burnside.   <P>
   <P>
Preliminary information indicates that the vehicle, a 2012 Chevy Traverse SUV was travelling at a speed of approximately 90 mph just prior to the driver losing control and hitting a telephone polie, tree, fence and yard. One person was ejected and died at the scene.   <P>
   <P>
The person killed in the crash has been identified as 33-year-old Shelby Lynn Williams of Southeast Portland. Investigators believe Williams was the driver in the crash.   <P>

The passenger, 28-year-old Cleveland Nelson, was transported to an area hospital with non-life-threatening injuries.   <P>
   <P>
Traffic was diverted off of East Burnside for several hours as officers processed the crash scene.   <P>

This morning, Wednesday May 16, 2012, at 1:57 a.m., Portland Police officers assigned to East Precinct responded to the report of a crash at Northeast 146th Avenue and Burnside Street.   <P>
   <P>
Officers arrived and discovered a single vehicle crash into a power pole at approximately 146th Avenue in the Westbound lanes of East Burnside Street. Officers located one person deceased and another injured. Medical personnel arrived and transported the injured person to an area hospital with non-life-threatening injuries.   <P>
   <P>
The Portland Police Bureau Traffic Division's Major Crash Team is enroute to begin an investigation into the crash. Portland Fire &amp; Rescue and Portland General Electric is onscene to check the power pole for damage.   <P>
   <P>
Westbound Burnside from 148th Avenue will be closed for the next several hours as investigators process the crash scene. It does not appear that MAX service will be disrupted.   <P>

Officers and firefighters responded and based on the initial examination by Portland Fire, the substance does not appear to be toxic.   <P>
   <P>
Portland Fire will be testing the substance and turning over the evidence to the Portland Police Bureau for follow-up.   <P>
   <P>
This incident does not appear to be connected with other recent incidents in Portland.   <P>

This evening, Monday May 14, 2012, at 6:43 p.m., Portland Police officers assigned to North Precinct responded to the report of shots fired at Diddler's Beach, located in the 4700 block of Northeast Marine Drive.   <P>
   <P>
A caller to 9-1-1 reported two groups of people got into a fight and that someone fired a shot or multiple shots during the fight. A vehicle associated with the fight was a white Camaro that left the area at a high rate of speed westbound on Marine Drive, occupied by two adult African American males.   <P>
   <P>
Officers responding to the area saw the vehicle and were able to stop it on North Bridgeton Road, just west of North Gantenbein Avenue. The driver remained in the car but the passenger fled on foot. Officers established a neighborhood perimeter and with the use of a Portland Police K-9 Unit, located the suspect emerging from the Columbia River Slough.   <P>
   <P>
Both the driver and passenger have been detained as the investigation continues. The passenger was transported to an area hospital for a precautionary examination due to fatigue from running and attempting to swim away from the police.   <P>
   <P>
The Gang Enforcement Team is responding to continue the investigation. At this point, there is no known crime scene or any gunshot victims.   <P>

The Portland Police Bureau Gang Enforcement Team arrested two suspects in connection with a non-injury shooting that occurred on April 17, 2012 in Southeast Portland.   <P>
   <P>
On Tuesday April 17, 2012, at 10:53 a.m., Portland Police officers from East Precinct responded to the report of shots fired in the area of Southeast 122nd Avenue and Foster Road.   <P>
   <P>
Officers arrived and spoke to witnesses at the Chevron gas station located on the Southeast corner of the intersection. Witnesses told police that someone got out of a white Chevy Monte Carlo parked to the South of Foster Road and fired multiple gunshots towards someone at the Chevron gas station on the Southeast corner of the intersection. The suspect then got back into the car and fled the area.   <P>
   <P>
Nobody was hit at the gas station and officers were later able to locate the intended victim in an apartment complex further East on Foster Road.   <P>
   <P>
The Gang Enforcement Team responded and began an investigation.   <P>
   <P>
On Tuesday May 8, 2012, 17-year-old Sha'kor Ray Holiday was arrested and booked into the Donald E. Long Juvenile Detention Home on charges of Attempted Aggravated Murder, Attempted Murder and Unlawful Use of a Weapon.   <P>

On Saturday May 12, 18-year-old Rashad Roymell Banks was arrested for Attempted Aggravated Murder, Attempted Murder and Unlawful Use of a Weapon.   <P>
   <P>
Banks was booked into the Multnomah County Jail and will be arraigned on Monday May 14, 2012.   <P>

This morning, Saturday May 12, 2012, at approximately 5:40 a.m., Portland Police officers responded to the report of an armed robbery at the McDonald's on Jantzen Beach, 12919 North Center Avenue.   <P>

Officers arrived and learned that two men wearing ski masks entered the restaurant and demanded money. One suspect was armed with a gun, the other was armed with a knife.   <P>

After obtaining an undisclosed sum of money, the suspects ran out of the restaurant and out of sight.   <P>

On Wednesday May 9, 2012, at 11:38 p.m., Portland Police officers assigned to North Precinct responded to a call of shots fired at a residence in the 14800 block of Northeast Fremont Court.   <P>
   <P>
Arriving officers located a deceased male at the residence. Officers began searching the neighborhood for suspects and a Portland Police K-9 Unit in the area located three men in the area of Northeast 152nd Avenue and Sandy Boulevard. The three men were detained and transported to the Detective Division.   <P>
   <P>
Homicide Detectives and Criminalists from the Forensic Evidence Division processed the crime scene. Gang Enforcement Team officers also assisted in the investigation.   <P>
   <P>
The victim has been identified as 29-year-old Kenneth Ray Henry. The Oregon State Medical Examiner performed an autopsy today and determined that Henry died of multiple gunshot wounds.   <P>
   <P>
Detectives are continuing to investigate the circumstances of the homicide and at this point cannot say if the shooting is gang or drug-related.   <P>
   <P>
The three men detained have been arrested and charged with Murder. The suspects are identified as:   <P>
   <P>
23-year-old Xabian Robert Riley   <P>
24-year-old Tracey Christopher Lomax   <P>
21-year-old Marcellus Allen   <P>
   <P>

The Portland Police Bureau, in cooperation with Crime Stoppers, is asking for your help in solving a shooting on I-205 in Southeast Portland.   <P>

On Tuesday March 28, 2012, at 10:13 p.m., Portland Police officers responded to the report of a possible shooting victim in a car pulled over on I-205 southbound near the Southeast Market Street overpass. Officers arrived and located 29-year-old Brian Tierney suffering from life-threatening gunshot wounds.   <P>

Detectives learned that Brian left choir practice in Northeast Portland and was on his way home, driving his blue 2007 Chevy Cobalt. At approximately 10:05 p.m., Brian was travelling southbound on I-205 when he was shot numerous times by an unknown suspect.   <P>

Detectives have developed information that the suspect in this case was possibly driving a black Cadillac Escalade SUV with large chrome rims, low profile tires and tinted windows.   <P>
   <P>
Detectives would like to hear from anyone who may have information about the shooting suspect or who may have seen a similarly described vehicle driving erratically on southbound I-205 on the night of March 28, 2012.   <P>

Today, the Portland Police Bureau's Cold Case Unit announced the Exceptional Clearance of three cases.  Randy Woodfield, known as the "I-5 Bandit" or the "I-5 Killer", and also the subject of a book authored by Ann Rule, is responsible for three open homicide cases in Portland, one in Beaverton and two in Shasta County, California.  He is suspected in others and he has always been the suspect in the open Oregon cases, as well as the Shasta County case.  Following his conviction in Marion County, Oregon for Murder, Attempted Murder and Sodomy he was convicted of Robbery and Sodomy in Benton County, OR and Sodomy in Linn County OR.  The remaining homicide cases were not prosecuted in part because Woodfield was given a sentence that made it unlikely that he would ever be released from prison.   <P>
   <P>
With DNA technology, Woodfield was conclusively linked to the October 11, 1980 Murder of Cherie Ayers, in 2005.  Woodfield could not be conclusively linked to the remaining Murders.  In 2009, with more advancement in Forensic DNA technology, The Oregon State Police Crime Laboratory, Woodfield was finally linked to the Murders of Darcy Fix, Doug Altig and Julie Reitz.  These were the first cases where the Oregon State Police Crime Lab utilized the Magnetic Bead Extraction method for extracting DNA.   <P>
   <P>
With this new evidence the Cold Case Unit and the Multnomah County District Attorney's Office reopened the Oregon cases in an effort to further strengthen the cases for possible prosecution.  The Multnomah County District Attorney's Office has worked closely with the investigators and public safety members from Washington County, Shasta County, The City of Portland, The Oregon State Police Forensic Laboratory and The United States Attorney's Office.   <P>
   <P>
This work has, as you have been told, convinced investigators that Randall Brent Woodfield is responsible for each of these deaths.   <P>
   <P>
The Oregon Statutes that existed at the time of these does not allow for a prosecution that would expose Woodfield to the possibility of a death sentence.  California Statutes would allow for a jury to impose a capitol sentence   <P>
   <P>
However, conversations with the involved agencies and the full awareness of Woodfield' custody status, in consultation with Oregon State Parole Board, have resulted in a consistent opinion that at this time prosecution of Woodfield for these deaths would not be a necessary or responsible use of the additional resources that would be needed in pursuing these cases through the court system.   <P>
   <P>
In 1983 the Oregon Parole board voted unanimously to deny Woodfield any further opportunity to request a parole hearing.  It is highly unlikely that he will ever be granted another hearing but he has the right to ask for one.  The Cold Case Unit and the Multnomah County District Attorney's office are committed to presenting the open cases to the Parole Board, in the unlikely event that Woodfield is granted another hearing, and we are committed to seeking prosecution on the open cases if he is ever given the opportunity to receive parole.   <P>
   <P>
The Cold Case Unit would like to acknowledge the hard work put in by all the previous investigators, in particular Det. Dave Kominek retired from the Marion County Sherriff's Office and Chief David Bishop of the Beaverton Police Department.  Their efforts, supported by all the "I-5 Bandit" task force members were instrumental in finally stopping Woodfield's saga of crime.  The Cold Case Unit would like to thank the Oregon State Police Crime Laboratory, the Beaverton Police Department, the Washington County District Attorney's office, the Shasta County Sheriff's Office and the Shasta County District Attorney's Office for their work on the current investigations.  But the greatest thanks must be made to the families of the victims who exhibited great patience as we attempted to finally prosecute Woodfield and their support in our efforts to insure that he is never granted parole.   <P>

ARREST:  On Tuesday, May 8, 2012 the Portland Police Bureau Gang Enforcement Team Detectives arrested 22-year-old Shawn Lewis Richey for the shooting of 24-year-old DeAndre Harris and 28-year-old Thomas Elijah.  Richey was booked in the Multnomah County Detention Center in downtown Portland on Attempted Aggravated Murder and Assault in the First Degree.  Richey is being held on 500,000 bail.     <P>

The Portland Police Bureau Gang Enforcement Team Detectives received little cooperation from witnesses in this case but the hard work of the officers and investigators alike helped bring this case to closure.  The City of Portland, the Portland Police Bureau, the Gang Enforcement Team and the Multnomah County District Attorney's Office are all committed to ensuring that those responsible are held accountable for committing these violent crimes in our city.     <P>

Early Sunday Morning, February 12, 2012, at 2:15 a.m., Portland Police officers responded to the report of shots fired in the 9200 block of Southeast Foster Road. As officers were still on their way to the area, they were updated that two gunshot victims were at the scene.   <P>

Officers arrived and located a 28-year-old male and a 24-year-old male suffering from gunshot wounds. Both were transported to area hospitals, the 28-year-old in critical condition, the 24-year-old in serious condition.   <P>

The shooting occurred in the parking lot of the New Copper Penny Restaurant &amp; Nightclub.   <P>
The Gang Enforcement Team responded and began an investigation into the shooting.   <P>

In the early morning hours of Sunday, May 6, 2012 at about 2:17 a.m. Portland Police officers assigned to North Precinct were called to the 715 Club on Northeast Broadway at 7th Avenue on a report of a woman shot. Once officers arrived they located a 60-year-old woman who had been shot.  Officers learned through their investigation that the club was full of patrons, and that several persons were outside the bar on the sidewalk.    <P>

Reports indicated that 2 cars were westbound on Broadway and engaged in an exchange of gunfire.  As officers were conducting the investigation they were informed that an adult man walked into an area hospital also shot.  Both injuries are non-life-threatening.    <P>

On Saturday May 5, 2012 at 5:14 p.m. Portland Police officers assigned to North Precinct responded to a call of a man shot in the 5800 block of Northeast Portland Highway.  Arriving officers learned the man had been shot while in his residence during a home invasion robbery.     <P>

Preliminarily, the suspects are described as 2 white males with a medium build.  The victim has been transported to an area hospital with what are believed to be non-life-threatening injuries.     <P>
